The promise
Trump signed an order establishing a process for additional tariffs on goods from countries supplying oil to Cuba. The measure covered oil provided directly or through intermediaries and left individual tariff decisions to a further review process. It expanded pressure beyond Venezuelan supplies to Cuba's other potential suppliers. The supporting argument was that reducing fuel support could pressure Havana over its domestic repression and foreign alignments. The objection was that restricting energy supplies could worsen shortages affecting electricity, transport, healthcare, and ordinary households. The order introduced a new prospective tariff mechanism and did not announce an automatic universal rate for every supplier.
