“We will end market-distorting green subsidies—no more giveaways.”
The promise
The platform pledged to eliminate or sharply curtail federal subsidies for wind and solar while tightening tax-credit eligibility. In July 2025, an executive order directed Treasury to revise guidance on when projects qualify as “begun construction,” and agencies to wind down remaining supports, aligning with changes enacted in broader budget legislation. The guidance rewrite narrowed pathways many developers used to lock in credits, complicating financing and timelines. Treasury also moved to implement stricter “foreign entity of concern” rules, reshaping supply chains and component sourcing. Energy analysts forecast slower renewable additions relative to prior expectations; industry warned of investment flight and stranded projects. Supporters argued taxpayers would no longer fund unreliable sources or adversary-linked supply chains. Core elements—EO direction and Treasury guidance—are underway; full subsidy sunset relies on rulemakings and litigation outcomes.
