So we're not making any payment to anybody that supports sanctuary cities.
The promise
Trump said federal payments would stop on February 1 for sanctuary cities and for states containing such jurisdictions. He announced the expanded threat during his Detroit Economic Club speech without identifying all the affected funding streams. Asked later about the scale, he said the effects would be significant. The supporting argument was that federal funding should encourage cooperation with national immigration enforcement. The objection was that withholding broad state funding could punish residents and programs unrelated to local immigration policies. Earlier attempts to condition funding for sanctuary jurisdictions had faced court defeats, making the scope and authority important unresolved questions.
