I'm calling on Congress to pass
The promise
Trump urged Congress to pass a measure he called the Dalilah Law during the State of the Union address. He described it as barring states from issuing commercial driving licenses to undocumented immigrants. The proposal was named for Dalilah Coleman, a child severely injured in a crash involving a commercial truck driver. The supporting argument was that tighter licensing eligibility could improve road safety and accountability. A competing concern is that immigration status alone does not establish driving competence and that broader restrictions need clear eligibility rules and evidence of their safety effects. The named legislative proposal was distinct from his older general immigration-enforcement commitments and did not itself become law through the speech.
