You will be treated fairly with total immunity
The promise
In his video announcing American combat operations against Iran, Trump addressed the Revolutionary Guard, the military, and police forces directly. He urged them to put down their weapons and promised total immunity if they complied. He paired that offer with a threat of certain death if they continued resisting. The supporting argument was that an incentive to surrender could reduce resistance, limit casualties, and encourage defections. The concern was that the address did not explain the legal scope of immunity or how such a sweeping assurance would be administered. This was a new surrender ultimatum during an active operation, distinct from the earlier nuclear-negotiation warnings.
