The promise
In his campaign, Trump promised sweeping tax relief across income classes—middle, upper, lower, business—aimed to spur growth, reduce burden, and deliver prosperity. The plan envisioned lowering marginal rates, cutting corporate taxes, and expanding deductions. But in practice, Congress has not passed omnibus tax reform of that magnitude. Budget deficits, legislative gridlock, and competing priorities have limited the size and scope of cuts. Many promised tax breaks remain on paper, not law, and many taxpayers have not yet seen the full promised benefit. Hence this promise is considered unfulfilled or broken at present.
