We could very well end up having a friendly takeover of Cuba.
The promise
While leaving the White House, Trump suggested that the United States could arrange a friendly takeover of Cuba. He said Cuban officials were talking with Washington and described Secretary of State Marco Rubio as handling the issue at a high level. He linked the possibility to the island's economic difficulties and the hopes of Cuban exiles living in the United States. Supporters could interpret the phrase as a negotiated political or economic transition rather than a military operation. Critics could view it as an assertion of outside control over a sovereign country, especially while Washington was applying economic pressure. Trump did not define the proposed arrangement, identify agreed terms, or establish that Cuba had consented to a takeover.
