Expand IVF access and lower fertility drug costs
“We are going to lower the cost of fertility drugs and expand access to IVF for more American families.”
In the works Promise Date: 16 Oct 2025 Promise Deadline: 20 Jan 2029
Promise Details

On October 16, 2025, the Trump administration announced a new deal with EMD Serono to reduce prices of key fertility medications like Gonal-F and list them on TrumpRx at discounted rates. The initiative also includes new federal guidance allowing employers to offer fertility benefits separately (as “excepted benefits”) similar to dental or vision coverage. The administration estimates savings of up to $2,200 per cycle, especially for low- and middle-income women. Further steps include fast-tracking FDA review of new fertility drugs, encouraging investment in domestic manufacturing of IVF drugs, and expanding Medicaid program access to MFN pricing for those drugs. The policy is part of a broader family-building agenda, aiming to reduce barriers to fertility care. However, it presently applies chiefly to drug costs and benefit design; full coverage of IVF procedures, insurance mandates, or subsidies for non-drug costs remain uncertain and voluntary for employers.

Current status

As of November 8, 2025: discounted medication pricing and employer benefit options created partial savings; procedure coverage not mandated; adoption voluntary.
